How do I take off restrictions that prevent opening of attachment

In Office 2007 If I want to open an attachment or want to map a contact in
contacts I get a message stating this operation has been canceled due to
restictions in effect. Please contact your system manager. I am the system
manager and This is occuring on my lap top Windows 7 Thank you for your
help Dan
