Each time I open an office app,ie WORD, Excel; the EULA message to Accept or
Decline appears and needs to be answered before the app opens. How does one
stop this from coming up each time?

You have to accept it as administrator, users haven't rights to modify
the registry to make it stick.

Accept it as an Administrator in XP and Vista and if using Windows 7 then boot up
in Safe Mode and accept it there
