Folder C:\WINDOWS\ie8, necessary?

Is this folder necessary to run IE8, or is just an archive of the
installation process? Can I delete it (assuming I don't want to uninstall
IE8)?

Fail safe test (useful for many such cases):
1. Rename the folder with prefix x i.e. here \xIE8\
2. Reboot and run as normal.

If IE runs OK, you can probably delete this folder.
If IE will not run, just rename the folder correctly
and reboot.

3. If ultra conservative, make a folder called \Discards
and Move into it folders for potential deletion. Leave
them there until you next remember them, and delete
as convenient.

It's only 16Mb, why do you even care what it's for? You would have to delete
1000 folders like it to recover a Gigabyte.

I went to that folder and double-clicked IE8.EXE, but the IE that loaded was
not IE8. No tabs, or settings to support them. Help>About said it was IE8,
but clearly it was not. It had the look and feel of IE6.

If the folder C:/WINDOWS\ie8 has a subfolder called spuninst then it is
indeed the folder needed to uninstall IE8 and revert to whatever version you
had prior to IE8. If you're sure you will never want to do that you can
delete it.
