Focus fumble

Flightless Bird
On my system, when the mouse moves from one window to another, the system
focus changes to the window on which the mouse is now resting. For example,
if Notepad is started and the mouse cursor is moved out of the way,
characters cannot be typed in the Notepad window.

Where's the adjustment, please?

I'm tired of trying to train the cursor to stay where it's put.

This sounds like a feature that is specific to your mouse that you might
have turned on without realising what it was. When you log on under a
different account, does it happen there too? If yes then it is user-specific
and user-adjustable in the mouse properties.

Sounds like you have enabled the so called X-Mouse modus.
Disable it with TweakUI.
