So far, I think the messages you see in Event Viewer you see are
because you are booting Safe Mode without networking and the message
are normal for the boot option that you chose. The services that get
started in each of the Safe Modes are not the same.

I do not have McAfee installed and I can see the same Event Log
messages - but I am not worried about it because it is OK to see these
messages in Safe Mode without networking.

Try a normal boot or Safe Mode with Networking and see how things look
then.

If you see this kind of message when you try to run Task Manager,
Regedit or Command Prompt:

....has been disabled by your Administrator

The issue is usually a malware infection. Usually, a good scanning
tool with remove the malware but the problem and the message remains.

You need to run MBAM and SAS until they report no issues, and if you
still have the problem with those things being disabled, we can fix it
in about one minute. It is easy to fix - after the scans run clean.

After MBAM and SAS run clean if you think you have a problem or
question about Restore Points, we will fix that too. The RPs
generally take care of themselves but are also popular malware
targets. They still may need attention after any malware is removed.
Again, not difficult and easy to fix on a clean system.

It doesn't make sense to try to fix problems on an afflicted system.

Just fix one thing at a time AFTER the scans run clean... Nothing
here is too difficult.

It seems that the errors are normal in Safe Boot despite the earlier
replies.

My system is very clean and all is well. No need to reformat!...

Good - I think so to from my testing.

I have never reinstalled XP to fix anything.

I learned more about Safe Mode and what goes on with the hows and whys
about the events in the Event Log and made some notes for some other
day! Next time, it won't take so long.

If you have a Task manager or System Restore issue or question we can
help with that.
