Error when I tray to open control panel

Hi, I dont know why appear this error when I tray to open the control panel.
Somebody knows and how to fix.? Thank you

Did you post using the computer-in-question? Your post's headers (Microsoft
Outlook Express 6.00.2900.2180) tell us that the computer you used to post
is running outdated & much less-secure versions of Outlook Express, Internet
Explorer and Windows XP (SP3?).

On the computer-in-question:

What anti-virus application or security suite is installed and is your
subscription current? What anti-spyware applications (other than Defender)?
What third-party firewall (if any)?

Has a(nother) Norton or McAfee application ever been installed on the
computer?

Did a Norton or McAfee free-trial come preinstalled on the computer when you
bought it? (Doesn't matter if you never used or Activated it.)

Yes the computer in question is where I am posting, I have installed Eset
nod32 antivirus 3.0, In this pc I have never installed Norton or McAfee.

When does your current NOD32 subscription expire?

When (approx. date) did you install NOD32?

Did you install NOD32 before or after you installed (or attempted to
install) SP3?

What anti-virus application was installed before you installed NOD32, was
your subscription still current, and did you uninstall it before you
installed NOD32?

Have you ever done a Repair Install of WinXP for some reason?

Hi , I am surprised, I only restarted the computer and the error
disappeared. but I have still with the doubth , why or how the error appear.
My subscription expired the last week , and I have never installed SP3 and I
have never repaired Win XP.

You are seeing the effects of a hijackware infection! See...

Cleaning a Compromised System

Back-up any personal data (none of which should be considered 100% trustworthy at this point) then format the HDD & do a clean install of Windows. Please note that a Repair Install (AKA in-place upgrade) will NOT fix this!
