Error 651: The Modem (or other connecting device) has reported an error.

Hi all, I am tearing my hair out with this problem when trying to connect to
the internet and if one googles this error 651 so are many others. There are
many different solutions offered which I have tried and do not work, some
saying this is a known problem in Windows 7 so I am wondering why I do not
see this discussed on this forum and the next question is what does
Microsoft have to say about it. Problems seems to realate to the
Raspppoe.sys file in c:/windows\system32\drivers where one suggestion is to
rename this and substitute with the same name file from Vista but being a
system file win 7 will not allow you to do this.
Again what does Microsoft have to say about this?

If you want to know what Microsoft has to say about this, I suggest you
contact Microsoft. The *last* place you will find an MS spokesperson is
in this newsgroup. That said, what kind of modem are you talking about?
