error 521 when opening Excel or Word

Flightless Bird
one of users keeps getting "error 521 - Can't open Clipboard" when he opens
a new Word or Excel doc. Word and Excel takes turn to get this message.

I have run 'clipbrd' to delete all, but no luck. Please advise.
