Is this in Windows Explorer?
Do Organize-Layout-Menu Bar. That'll give you the old File-Edit etc menu.

You still haven't said where. But regardless of what program you are
talking about, or even what version of Windows you are talking about,
use Ctrl-A.

You would think.

In this newsreader (MesNews), if I press Ctrl-A while the message
window is active, then all the headers in the headers window get
selected.

That is, of course, pretty bizarre, IMO.

Jack is a lot smarter than either of you. Jack replied to: "Do NOT need to
highlight just get focus in the place you want and then Ctrl A"

You either have to click somewhere in the window, or you have to have your
folder options set for "Point to select" to get focus. (Clicking somewhere
in the window _is_ highlighting it.)
