First of all, please learn to supply enough information to thoroughly
describe your problem and give people some clues about what's going on.
Read this:

iertutil.dll is a component of Internet Explorer. I will guess that the
file is corrupt. If the problem just started, do a system restore
dating from when your system last worked properly. If that doesn't
help, get a fresh copy of the file to replace the current one. The file
is specific to and must match the version of IE you are using. You
could also try re-installing IE if it's a later version than 6.

If you have a .dll with missing data, the installation must have corrupted
it. You will need to either perform a system restore to just before the
program installation or uninstall and reinstall what I assume is Internet
Explorer 7. If Add/Remove Programs doesn't work, use spuninst.exe. Here are
some instructions on that:
