Downloading Internet Explorer 8

Please could anyone assist with downloading Internet Explorer 8. Any time I
tried it I always get a message that I have a higher version on my system.
Based on this, I tried launching it but I always get the message "Error "code
646"

Hi,
In Internet Explorer> Help> About Internet Explorer, what's the IE version?
You may have to right-click the toolbar to enable Menu Bar in order to see
"Help." Or, hitting the Alt key will enable the Menu Bar temporarily.

Is Vista SP1 or SP2 installed?

What anti-virus application or security suite is installed and is your
subscription current? What anti-spyware applications (other than Defender)?
What third-party firewall (if any)?

Has a(another) Norton or McAfee application ever been installed on the
computer (e.g., a free-trial version that came preinstalled when you bought
it)?
