Flightless Bird
when i try downloading IE8 I always get this message: The procedure entry
point SHRegGetValueW could not be located in the dynamic link library
SHLWAFL.dll it is preventing me from having IE8 my question is what is this
and how do i fix it to get IE8

First make sure you have the latest service pack for your OS installed.

You shouldn't get this message when you try to download, but you may get it
when trying to install. IE8 requires at least Service Pack 2 on Windows XP,
it's right there on the system requirements in the installation
instructions. Did you read the installation instructions?

Microsoft really should have put a version detection into the installer to
avoid all this, popping up a message saying "You need to install Service
Pack 2 or higher" would have made this step a whole lot simpler ...
