Flightless Bird
It is a system file that stores information about customized folders. If
you have customized the display of a folder in any way, such as changing
its icon or manner of display, Windows has saved those settings in a
desktop.ini file.

On my system if I use a graphic to change a folder's appearance that
infornmation is in desktop.ini.

OK, thanks very much. I received an archive with files, which also contained
a (hidden) desktop.ini. But I believe I can safely delete it now.

Yes it can be deleted but it will come back if you make any changes. It
is a completely harmless file.
