I was going to do a defrag on my machine but having gone to accessories and
defrag all I got was a box marked certificates. What is this and how can i
get past it?

The shortcut should point to %SystemRoot%\system32\dfrg.msc Right click
on the shortcut and then click on "Properties" to see where the shortcut
points to.

You mean Accessories, System Tools, Disk Defragmenter or does it say
defrag someplace?

Has it ever worked?

Check what John John said and fix the shortcut if it is broken and/or
then click Start, Run and in the box enter:

%SystemRoot%\system32\dfrg.msc

Click OK and describe your results.
