Continually configuring Microsoft Office 2003

As soon as I click on any application, a window appears with Windows
Installer starting to configure Microsoft Office 2003. I cancel it, over and
over again. It keeps reappearing for at least 5 times after I cancel it.

I cannot uninstall MS Office because it tells me I am missing a file. I
can't reinstall it because it tells me I am missing a file. This is very
annoying. Any help you can provide is greatly appreciated.
