Certain websites blocked... bing.com, facebook.com... perhaps by v

My wife's Dell Dimension runs Windows XP SP 2. Recently she has gotten a
restricted access message when trying to get to certain web sites. So far as
I know they are:

www.bing.com
www.facebook.com
www.myspace.com
www.youtube.com

She can get on MSN, Google, and Yahoo.

This message comes up under IE and Mozilla Firefox and Google Chrome.

She has the latest version of Norton 360 Premium and the scans removed a
couple items, but still no access on these sites.

Oh, and she's got a shortcut to Farm Town (a FB game) that works. She can't
go to Facebook home though.

The message reads:

Restricted Site!
This web site is restricted based on your security preferences.
Your system is infected. Please activate your antivirus software.

Try opening "internet options" (control panel),security tab,locate "set all
to default" button,close out.If still a problem,reopen internet
options,advanced
tab,@ bottom of page select "Load default settings" close out.Also,what
service
is saying "Activate youre anti-virus".....You may want to run other security
software,try microsoft "Windows Defender",get it here..

Did/has she done an a/v scan ?

The message could be legit or it could be bogus.

Malicious software can deliver a message that your system is somehow
infected to lure you into downloading, installing and subsequently
paying for some solution to remove the "infection". Since the sites
you list are popular social sites, what a good message to deliver
whenever somebody tries to visit those site.

Hopefully you don't want to just start trying things or come up with
some workaround for the problem, you want to find it and fix it.

Perform some scans for malicious software, then fix any remaining
issues:

Download, install, update and do a full scan with these free malware
detection programs:

Malwarebytes (MBAM): http://malwarebytes.org/
SUPERAntiSpyware: (SAS): http://www.superantispyware.com/

They can be uninstalled later if desired.

MBAM usually fixes this problem, but run both MBAM and SAS.

If you still have the problem when the scans runs clean, investigate
further.
