Can't open up Internet explorer

Hi,

I'm asking this question for my brother, so excuse me if I don't have all
the details. I was downloading my emails in OE, when McAffee antivirus
popped up and informed me that a program called "winshell.32 host generic
process" or something was trying to edit my registry. I said to block it.
After that I couldn't open Internet explorer 8 that I have running on my Win
XP computer. I rebooted the machine and still cannot open Internet Explorer.
I just did a complete reformat of my computer about a week ago. Thank you in
advance for your help.

Your brother's computer is infected with malware. Show the computer to a
professional technician. Your brother should learn how to be safe while
on the internet.
