I have set Firefox to open .html and .htm under my admin account but
under a limited user it uses Internet Explorer to open them.

How can I fix that?

Thanks.

change the settings in the account, elevate it temporarily to make the
changes.

How would I do that?

Go to Control Panel!User Accounts while logged in as an
administrative-privileged user. Change the user account in question from
Limited to Administrator *temporarily*.
Logout, login as the said user and change the setting. Then logout as the
said user , log in as the original administrator user and change the account
back to "Limited" using the previously described procedure.
