Can't even see folder with lock icon!

I downloaded a zip file from a webpage, creating a new folder for the
purpose. When I go to unzip the file, I can't find the folder. I go
back to the webpage to download again, and it tells me I already have
the file, but I notice now there is a "folder with lock" icon next to
the folder I created. This folder isn't visible at all in Windows
Explorer, no matter what options I choose. (And the User I am logged
in as has full administrator privileges.)

How do I take ownership of this folder? I'm stumped!

When you try to download the file again what is the path to the file shown
across the top of the download dialog window.?

The same folder (with lock icon), and it even says that the file is
already there, but I can't find the file--and I look at the entire
path, including drive letter.

What are you trying to download, what's the webpage and the file ?
