I don't think it's down. Turn on automatic updates (notify but do not
download or install) and see if you can get your updates that way.

Are all 3 systems on the same network, wired or wireless ?

Have you tried hooking one system directly to the (assumed) broadband
modem to see if it can access the update servers ?

Has this issue ever occurred before ?

How to read the Windowsupdate.log file
http://support.microsoft.com/kb/902093

Please try another attempt at updating one of the XP systems and the
Vista system. When/if updating still fails, please copy and paste the
*last* 50 or so lines of the WindowsUpdate.log from the aforementioned
systems into your reply, please.

This KB article lists some of the connection errors and remedial steps
for said errors -

You may encounter temporary connection-related errors when you use
Windows Update or Microsoft Update to install updates

Crosspost to Windows Update.

You receive a "Windows Update has encountered an error and cannot display
the requested page" error message when you try to install an update:
http://support.microsoft.com/kb/883614

What anti-virus application or security suite is installed on each computer
and is each subscription current? What anti-spyware applications (other
than Defender)? What third-party firewall (if any)?

Has a(another) Norton or McAfee application ever been installed on any of
the computers (e.g., a free-trial version that came preinstalled when you
bought it)?

How do I reset Windows Update components?
[Access KB971058 via Internet Explorer (32-bit) only; Run the Fix It in
DEFAULT and AGGRESSIVE modes, then reboot]

PS: Are you Norma Zimmer?

YES! That was the fix.
KB979906 & KB979909 updates just wouldn't work.
I went through all the various fixes (dotnet cleanup and reinstalls,
add/remove
programs and reinstalls) and they still failed.
So I tried the above Fix It and on reboot and update one more time they took.

No Joy has just turned to Much Joy.
I suggest others maybe give this Fix It a chance and see what happens.
It can't hurt.

<rimshot>

"In 1959, Welk's previous Champagne Lady Alice Lon was fired, his reasoning
being that she exposed too much knee on camera. [HORRORS!] Because of
protests, Welk then tried (and failed) to get Alice Lon back. After a year
of the show's trying out several different singers, [Norma] Zimmer
officially joined the Welk show as his Champagne Lady on New Year's Eve,
1960."
