Can not restore computer to a previous state.

Flightless Bird
I have tried to restore my computer to a previous
state from both the normal mode and the safe mode. It chugs along for
at least 15 minutes and says it is restoring files and when XP boots
up again into the normal mode it says that the restoration was
incomplete and it says nothing was done to my computer. I have tried
restoring my computer from at least 30 different restore points in
the last 24 hours and nothing works.

Antivirus programs and 3rd party firewalls will sometimes interfere with a
successful System Restore. You can always try it in safe mode with command
prompt:

How to start the System Restore tool by using the safe mode option with the
Command prompt in Windows XP http://support.microsoft.com/kb/304449

This has worked for me when the normal routes have failed.

I was using MAPLE 11 to solve a Classical Mechanics problem
when a voltage spike caused the computer to go a bit wonky. I think
lightening caused a spike in the phone line since the bell rang and
possibly the power line too.
Then Maple was not responding correctly( Did not respond to mouse
clicks for menus and to close drop down windows) so I thought I would
try to a system restore. This has worked before when a particular
program was mis behaving.

Hi.

Try go to the safe mode menu and use the "Boot to last known-good
configuration" options.
This option won't allow you to pick what date to restore too however it
will go back as far as it has to.

What anti-virus protection are you using? I know that Norton Antivirus
from Symantec has caused some issues with system restore in the past and
turning protection OFF during the restore has been one solution.

You could also check in event viewer and see if there is any hint of
why the system restore is incomplete.
Go to Start - Run and type eventvwr.msc and press enter.
Click on Windows Log in the left pane then click on System.
Click the gray title “Source” at the top of the source name
column in the right pane to sort by source name, look for "sr" and
"srservice".

Ooo, not good. You should be using a surge protector/uninterruptible power
supply anywhere lightning is likely. Does the machine run OK otherwise?
(nothing fried?) If the machine is yours, I would try uninstalling and
reinstalling the program. If the machine belongs to the University, I would
have the IT department reimage it.

As far as I can tell Maple 11 is the only thing that is mis behaving.
Office 2007 is OK. Eudora is working. So is my Usenet client Forte
Agent.
BTW I have a whole house surge protector as well as individual
protectors for my computer as well as my TV and HI-FI systems.
It may well be that the spike had nothing to do with Maple, I don't
know.
BTW someone asked what Anti Virus software I am using. It was Norton
and installed in September 2008, so whatever version was out then is
what I have. I have the latest updates and definitions for it.
I am also using the latest version of Zone Alarm Pro.

I might have to re-install Maple 11. This could be a real pain,
because I will probably have to get a new purchase code.
A friend of mine got a new computer surplused the old one and tried to
install Maple on the new one and the folks at Maplesoft gave him a
bit of a hassle because they thought he was installing it on more that
the allowed number of computers. (2) for a Personal Licenses.

Turn off the antivirus and firewall before doing the System Restore. But I
think it would be better to uninstall and reinstall the Maple software rather
than do a System Restore, as long as only the Maple is affected. If you are
reinstalling the software to the same computer, I can't see that Maplesoft
would object to that.
