Can no longer move messages to folders in Outlook 2003

I have been using Outlook 2003 for a year and a half, not connected to
Exchange. I have been able to move messages to folders. Suddenly the program
is not letting me do that, telling me that I do not have permission to create
entries in those folders. It tells me that I need to change the properties
for the folders, but that option is greyed out when I check the properties
box. It says that I need to check with my administrator or the folder owner
to change properties. That sounds like an instruction for someone connected
to an Exchange server. This just started happening.

Did you upgrade from an earlier version of outlook, and as a result still
using a 97 - 2002 format data file?
(Properties>Advance, of the Personal Folders will show the format)
