Best practices for using OneNote with a team

I would like to use OneNote for my entire department to manage all of our
projects. I use tags extensively and my biggest issue is that tagged notes
don’t share and we must all use/share the exact same tags. Does anyone have
any suggestions how to setup OneNote to work and share in a team setting.

I think you're talking about custom tags.
In a shared notebook environment there is ONE "original" notebook and n
"copies".
Custom tags should be created by the person who changes the original.
All other users can "import" these custom tags one by one by rigtht
clicking and:
