Access denied even as Admin in safe mode

Hello,
I had a virus that I thought I got rid of but now at startup screen all
icons are missing. When I log on in safe mode as Admin or anyone else
anything I do is denied even at c prompt. I tried to load antivirus and
it is blocked. Before this I could not access the control panel at all
either as admin. Please help Thanks

Reformat.
Wipe the drive and reinstall Windows. When you disinfect a major
infection it tends to leave "holes" for lack of a better term. The best
option is to do a full clean reinstall.
Think of it as a brain tumor. If you operate and pull that thing out of
there, it takes tissue along with it. Unfortunately the OS and your
brain can't heal. But you can't reinstall a brain - you can with
Windows.
I have been down this road so many times with customers.
Just remember to back up all your vital data- and scan it with an AV
program.
