There are a lot of reasons to go back to XP, or W2K in my case, but this
isn't one of them. Most of the time, a name change does not include
changing the extension, and this feature makes that easier. It is a
simple matter to include the extension, or highlight the extension only,
if that is desired. I really miss W2K, but not because of this trivial
matter.

Then you should consider adding Notepad to your Send To so you can
right-click any file and Send To - Notepad without changing file
extensions or re-associating a file type. I also find it handy to
have a hex editor and a file comparison utility in the Send To menu.

You should give TextPad a try. It does all those things and so much
more.

Notepad pales by comparison.

I suspect that Zaphod was using Notepad as a generic reference for a
text editor, I use EditPadLite, myself, but I agree that having a text
editor and a hex editor in the SendTo folder is a good idea. I use both
frequently with unknown file types. An image viewer us also handy.
