Sometimes we read something in english and wonder what it means. Fortunately for those of us who are unscholared but interested, H. L. Mencken in 1921 rewrote the Declaration in words that some of us might be able to better understand.
The Original
When, in the course of human events, it becomes necessary for one people to dissolve the political bonds which have connected them with another, and to assume among the powers of the earth, the separate and equal station to which the laws of nature and of nature's God entitle them, a decent respect to the opinions of mankind requires that they should declare the causes which impel them to the separation.

The Understandable
WHEN THINGS get so balled up that the people of a country got to cut loose from some other country, and go it on their own hook, without asking no permission from nobody, excepting maybe God Almighty, then they ought to let everybody know why they done it, so that everybody can see they are not trying to put nothing over on nobody.
